During a 4 year period federal prosecutors secured 122,879 indictments, according to DOJ records. During the same period, prosecutors failed to get indictments in only 83 cases. Grand juries hand up "no true bills" when the majority of a 23-member grand jury finds that the government failed to show probable cause to charge a crime.
"The grand jury, as we now know it, is a foolish anachronism," says Arnold Burns, who was deputy attorney general in the Reagan administration and currently serves on a National Association of Criminal Defense Lawyers task force to change the grand jury system. "It is 100 percent in the control of the prosecutor."

ARTICLE VII
ELECTIVE FRANCHISE
Section 1. ELIGIBILITY; PLACE OF VOTING; INELIGIBLE PERSONS. Every person 18 years of age or more who has been a citizen of the United States for three months and who has resided in the precinct for 30 days next preceding an election shall be entitled to vote in that precinct. The place of voting by one otherwise qualified who has changed his residence within 30 days preceding the election shall be prescribed by law. The following persons shall not be entitled or permitted to vote at any election in this state: A person not meeting the above requirements; a person who has been convicted of treason or felony, unless restored to civil rights; a person under guardianship, or a person who is insane or not mentally competent.
 
Unconstitutional Minnesota Law
524.5-313 POWERS AND DUTIES OF GUARDIAN.
The court may appoint a guardian if it determines that all the powers and duties listed in this section are needed to provide for the needs of the incapacitated person. The court may also appoint a guardian if it determines that a guardian is needed to provide for the needs of the incapacitated person through the exercise of some, but not all, of the powers and duties listed in this section. The duties and powers of a guardian or those which the court may grant to a guardian include, but are not limited to:  unless otherwise ordered by the court, the ward retains the right to vote.

Ineligible Voter Issues Originally Identified in 2008 Election Persist in 2010 Election St. Paul – Government watchdog group Minnesota Majority today filed affidavits with 70 county attorneys alleging voter fraud by ineligible felon voters in the 2010 General Election.
